Booking Conditions

1. Eligibility Requirements

  • Must meet the minimum age requirement for renting a vehicle in the country of use (see table below).
  • Must be a resident of Japan and hold a valid Japanese driver's license held for at least 1-5 years, depending on the country and vehicle category, as well as a valid International Driving Permit (IDP).
  • Must possess a valid international credit card issued in the driver's name.

2. Age Requirements

The primary driver (main driver named on the reservation) must be at least 21 years old. However, age requirements vary depending on the country, rental location, rental plan, and vehicle category.
Young driver fees and eligible vehicle categories vary by destination. For countries not listed below, please contact us for details.
Additional drivers may be subject to different requirements depending on the country.

  • Requirements vary by country, region, vehicle category, and rental product. Drivers aged 21 to 25 may be subject to a Young Driver Surcharge. In some locations, renters under 25 may not be eligible to rent certain vehicles.
  • Due to insurance restrictions, some countries and rental locations may impose rental eligibility restrictions on drivers aged 75 and older.
  • In Romania, drivers aged 70 and older are subject to a Senior Driver Surcharge.

3. Rental Requirements

  • Please be sure to carry both your International Driving Permit (IDP) and your Japanese driver's license when renting a vehicle.
  • In Hawaii, Guam, Saipan, and Tahiti, you may rent a vehicle using a valid Japanese driver's license. In Hawaii, if you are within one year of entering the country, you may drive with your Japanese driver's license and passport. However, in the event of an accident or traffic violation, local police officers and emergency personnel may not recognize a Japanese driver's license. If you are not comfortable communicating in English, we strongly recommend obtaining an International Driving Permit.
  • For all destinations not listed above, carrying an International Driving Permit is mandatory.
  • Avis does not accept My Number Cards as a form of driver's license identification.

International Driving Permit (IDP) - To obtain an International Driving Permit, you will need:

  1. A valid Japanese driver's license.
  2. One passport-style photograph (4.5 cm x 3.5 cm, no hat, front-facing, centered, plain background, taken within the last six months).
  3. A valid passport.
  4. Application fee: JPY 2,250 (as of August 2025; refer to the Tokyo Metropolitan Police Department for current information).

4. International Credit Cards

The following international credit cards issued in the driver's name are accepted: Visa, Mastercard, Diners Club, American Express, and JCB.

★ Important Notes

JCB cards are accepted only in the United States (excluding Alaska), Hawaii, Guam, and Tahiti.

Diners Club cards are not accepted in Australia and New Zealand.

In Australia and New Zealand, an additional 2%-4% credit card processing fee will be charged.

At the time of vehicle pickup, you must present a valid international credit card issued in the main driver's name. Even if you purchased the rental product in Japanese Yen, you will still be required to present a credit card at the rental location.

In some European countries, depending on the vehicle category, you may be required to present two credit cards. In certain cases, one of those cards must be a Gold Card, American Express Card, or Diners Club Card. These requirements may apply to larger vehicle classes, minivans, luxury vehicles such as Mercedes-Benz models, and other special vehicle categories. Please contact us for details.

  • Even if your reservation has been confirmed, vehicle rental may be denied at the rental location if the required conditions are not met.
  • The products and rates displayed on this website apply only to reservations made through our company (Avis Car, LLC). If you change the vehicle category, rental location, rental period, or other details at the rental location, local rental rates may apply. Please note that special rates for customers from Japan may not be available in some regions.
  • A reservation does not constitute a rental agreement. The rental agreement becomes effective only after the customer signs the Rental Agreement at the rental location. Please carefully review all terms and conditions before signing. We cannot accept responsibility for any contractual terms after the agreement has been signed, nor can we accept complaints regarding the content of the agreement after signature.
  • If anyone other than the primary renter will drive the vehicle, they must be registered as an additional driver at the rental location. Insurance coverage will not apply to unregistered drivers. Additional drivers must meet the same eligibility requirements as the primary renter and may be subject to an additional registration fee.
  • Requirements vary by country, region, vehicle category, and rental product. Drivers between the ages of 21 and 24 may be subject to a Young Driver Surcharge. In some locations, drivers under the age of 25 may not be eligible to rent a vehicle.
  • If you are making a reservation for Avis, you may provide the registration number by entering either an ID number, passport number, or area code plus phone number. The discount number must be issued in the primary driver's name. Reservations cannot be made using a discount number issued in the name of a passenger. Prepaid product discounts and other special offers cannot be combined.
  • The same primary driver may hold only one reservation for the same rental dates. Multiple reservations under the same primary driver for the same rental period are not permitted.
